Purple Shadow Carja weapons and outfits is the best you can buy in Vanilla. You can get better weapons if you do the Hunting Lodge questline. You can get even stronger weapons and outfits from the DLC area. And of course there's the shield armor you can also get in the vanilla game by completing the quest where you collect the power cells.
That is really the only way to have a clean NG+ start if that is what you really want. There is no increase to difficulty just from NG+, but once you start it, you can not change the difficulty. When getting a new weapon I’m never sure which to switch it out for. Switch an element you need for one that you don’t. Tear is basically the best you can do for it - Sharpshooter bow is removing everything in one hit for me, with a full draw. If you are trying to inflict damage, use the element of the canisters.

Also remember that the adept stalwart armor is only available after you finish the necessary quest in ng+. For the adept Lodge weapons, you need to come first in the hunting trials again in ng+. However there are no adept shield weaver or adept tearblaster. You can get another one of them but they serve no purpose.
